There’s something that should be clarified…

There’s a distinction between rulings which Allah (swt) has mandated in the Qu’ran like hijab and prayer and his Prophet (pbuh) in the Sunnah, then there’s ijtihadi fiqhi matters scholars opine on.

These are the matters that ARE indeed subject to change, and are time and circumstance specific.
