From the Arabic version of the book:

وعند صعود الامام يوم الجمعة على المنبر حتى تقضى الصلوة وآخر ساعة بعد العصر من ذلك اليوم

And upon the sitting of the Imam the day of Jumu’ah upon the mimbar until he orders the prayer and the last hour after Asr from THAT DAY

“thalik al-yawm” means the day of Jumu’ah

Hence, it only applies to yowm al jumuah

If I may, can the name be corrected to Ibn-Qayyim Al-Jawziyya.
Ibn al-Qayyim is different from Ibn-Qayyim Al-Jawziyya (which means the son of the prinicple of the jawziyaa schol).

Clarification question with regards to times dua`a is most accepted:

The last hour of the day after `Asr (prayer before the sun sets, and the new Islamic day begins).

Is this everyday or just yowm al jumuah?

Yes, being in a rush means being impatient and wanting immediate results. The one making duaa should be patient and confident in Allah’s wisdom to manifest the proper response at the proper time.
