I think it means that a person needs to be modest with oneself because he/she is worthy of that modesty, even before they are modest with other people.

I agree with you, it made me think in that once we become modest in our actions and thoughts, it will eventually be reflected in our appereances, but there’s not point on just to be external modest, while our behaviour is not at all.
