Rather, Islam is a complete system of life with a set of values, norms, thoughts and concepts that are cultivated in all layers of the society. And the complete implementation of the Islamic system and way of life will set up the society and build the individual in such a way that will prevent the roots of such transgressions. The penal code is only used as a last resort when the preventive mechanisms have failed; for this reason, we say that the Islamic approach to problems is a ”preventive” approach.
